The préfet du Rhône, the State’s senior official for the département, has banned a school and university student march that was due to take place in Lyon on Thursday 22 October. According to Lyon Capitale, the march was planned to run from the Manufacture des tabacs in the 8th arrondissement to place Bellecour, while a curfew remains in force on the city’s Presqu’île.
What happened
Lyon Capitale reports that the préfet du Rhône, Étienne Guyot, signed an arrêté, a formal administrative order, banning the march. It was a manifestation lycéenne (a protest led by secondary school pupils) that also involved university students. Two groups had declared it to the authorities: the UNEF, a national student union, and the Nouveau Parti anticapitaliste révolutionnaire, a far-left party.
The march was due to set off from the Manufacture des tabacs, a former tobacco factory that now houses a university campus in the 8th arrondissement, and end at place Bellecour, the large square in the city centre.
The préfecture, the State’s administrative office for the Rhône, gave several reasons for the ban, according to Lyon Capitale:
- Damage and incidents on the fringes of earlier protests on 6, 13 and 14 October.
- The planned route, which ended at place Bellecour in the Presqu’île. This central peninsula between the Rhône and the Saône saw violence and looting on Saturday 17 October, during a protest against the rising cost of living.
- Talks with the organisers did not produce an alternative route.
- The organisers had not planned a large enough service d’ordre (the stewards a protest provides to keep its own march orderly) for the number of people expected. The préfecture added that they had not sought the view of the city of Lyon.
Lyon Capitale quotes Étienne Guyot as saying that, given serious risks of disorder and the current context, he had chosen, as a matter of responsibility, to ban the gathering.
The paper notes that a similar march had passed off calmly two days earlier between Vénissieux and Lyon. The ban comes after several weeks of protests by school and university students in Lyon, some of which turned violent.
What it means for you
If you live, work or study in Lyon, these are the practical points from Lyon Capitale’s report:
- The Thursday march is banned. The ban covers the protest planned for Thursday 22 October between the Manufacture des tabacs and place Bellecour. The source does not give a start time.
- The Presqu’île is still under curfew. The couvre-feu (curfew) in the Presqu’île was extended again on Wednesday evening, the third day in a row. Lyon Capitale does not give the hours in this article, so check the préfecture’s official announcements before you plan an evening in the area.
- The curfew is being enforced. Lyon Capitale separately reported that five people were fined overnight for breaking it.
- Expect disruption near both ends of the route. Even with the ban in place, there may be a police presence around the Manufacture des tabacs in the 8th arrondissement and around place Bellecour. Allow extra time if you travel through these areas on Thursday.
Foreign residents should know that in France, joining a protest the préfet has banned can lead to a fine. If you hold a residence permit, avoid any gathering that goes ahead despite the arrêté.
If your children attend a lycée (secondary school, roughly ages 15 to 18) in Lyon, it is worth talking to them about the ban and checking whether their school has sent any messages to families.
What to watch next
The curfew has now been renewed each evening for three days, so the next thing to watch is whether the préfecture extends it again or changes its scope. Lyon Capitale describes a tense atmosphere after weeks of student protests, which suggests organisers may announce further protests. Any new march will need to be declared to the préfecture, and the préfecture’s response will show whether more bans are likely.
