This guide is for parents and parents-to-be who have recently moved to England and want to understand two kinds of food support: free school meals and the NHS Healthy Start scheme. After reading it, you will know who qualifies under the official rules, what those rules leave to the council or the NHS, and how to start an application.

  • Two schemes, two routes
  • Who qualifies for free school meals
  • Infant free school meals
  • Applying through your council
  • Healthy Start for pregnancy and under-4s
  • FAQ

Two schemes, two routes

Free school meals and Healthy Start are separate schemes, and each has its own application. In England, your local authority handles free school meals, and GOV.UK sets out the rules on its Apply for free school meals page. Healthy Start is an NHS scheme for people who are pregnant or have young children. It runs through the NHS Healthy Start website.

Where you live in the UK matters. The GOV.UK guidance on free school meals covers England only. It states that Northern Ireland, Scotland and Wales each have a different process. The Healthy Start website says that people living in Scotland get help from Best Start Foods instead.

Who qualifies for free school meals

According to GOV.UK, a child in England may be able to get free school meals if the parent or guardian gets any of the following:

  • Universal Credit, subject to the income rule described below
  • income-related Employment and Support Allowance
  • support under Part VI of the Immigration and Asylum Act 1999
  • the guaranteed element of Pension Credit

Children who are paid one of these benefits directly, rather than through a parent or guardian, can also qualify. A child may also qualify if the family gets one of these benefits and the child is both younger than the compulsory school starting age and in full-time education.

Universal Credit has carried an income condition. For claims made on or after 1 April 2018, GOV.UK sets a household income limit of £7,400 a year or less, after tax and not counting any benefits. The same page states that from the start of academic year 2026 to 2027, a child will qualify if the family gets Universal Credit, regardless of household income. That academic year has now started, and the council can confirm how it applies the change.

Many people who arrive on a visa have a condition called “no recourse to public funds”, which means they cannot claim most benefits. GOV.UK says a child in this position may still be eligible, and it tells families to ask the school or local authority. The page does not set out the criteria, so the school or council decides. Questions about what a particular visa condition means should go to an adviser regulated by the Office of the Immigration Services Commissioner (OISC) or a solicitor regulated by the Solicitors Regulation Authority (SRA).

Infant free school meals

England also has a route that does not depend on benefits. Every child at a government-funded school can get free school meals in reception class, year 1 and year 2.

GOV.UK still asks parents to tell their local authority if they get one of the qualifying benefits, because the school could receive extra funding as a result. This step is easy to miss, since the lunch is free either way.

Applying through your council

England has no single national form for free school meals. You apply through your local authority, in these steps:

  1. Find your local authority. The GOV.UK page takes your postcode and sends you to the right council website. It also links to Royal Mail’s postcode finder for anyone who does not yet know their postcode.
  2. Read the council’s application page. GOV.UK does not list the documents councils ask for, and it does not give a deadline or processing time. Those details come from the council.
  3. Have your benefit details ready. Eligibility depends on the benefits listed above, and the council decides what evidence it needs.
  4. Families with no recourse to public funds are told by GOV.UK to ask the school or local authority directly.

Eligibility also opens up other help. A child who is eligible for free school meals also qualifies for the Holiday Activity and Food Programme. GOV.UK adds that food vouchers may be available through the Household Support Fund, and that your local council has the details. The council sets out what each scheme offers in your area.

Healthy Start for pregnancy and under-4s

The NHS Healthy Start website says that if you are more than 10 weeks pregnant or have a child under 4, you may be entitled to help buying healthy food and milk. The homepage does not list any further conditions, such as income or benefit requirements. You confirm those through the website itself.

People who qualify are sent a Healthy Start card with money on it, which can be used in some UK shops. Money is added every 4 weeks, but the homepage does not state the amount. The card can be used to buy:

  • plain liquid cow’s milk
  • fresh, frozen and tinned fruit and vegetables
  • fresh, dried and tinned pulses
  • infant formula milk based on cow’s milk

It can also be used to collect two kinds of vitamins. Healthy Start vitamins support you during pregnancy and breastfeeding. Vitamin drops for babies and young children are suitable from birth to 4 years old.

You apply through the NHS Healthy Start website. Its homepage does not say which documents are needed, how long a decision takes, or how immigration status affects eligibility. Questions about status can go to an OISC-regulated adviser or an SRA-regulated solicitor. The site also offers the Best Start in Life email programme, which sends personalised NHS advice for your stage of pregnancy or your child’s age.

FAQ

Does a child need British citizenship to get free school meals?

The GOV.UK page does not mention nationality. A child qualifies through the benefits the family gets, or by being in reception, year 1 or year 2 at a government-funded school in England. GOV.UK tells families with no recourse to public funds to ask the school or local authority. Visa questions should go to an OISC-regulated adviser or an SRA-regulated solicitor.

Is there still an income limit for families on Universal Credit?

For claims made on or after 1 April 2018, GOV.UK has set a household income limit of £7,400 a year or less, after tax and not counting benefits. The page also states that from the start of academic year 2026 to 2027, a child qualifies if the family gets Universal Credit, regardless of household income.

How much money is on a Healthy Start card?

The Healthy Start homepage does not state the amount. It says money is added every 4 weeks. The card can be used in some UK shops to buy milk, fruit, vegetables, pulses and infant formula based on cow’s milk, and to collect vitamins.

Does this process work in Scotland, Wales or Northern Ireland?

Not for free school meals. GOV.UK states that each of those nations has a different process. For help buying food and milk, the Healthy Start website says people living in Scotland get help from Best Start Foods instead.
