Nearly 600,000 New York City public school students will start this year with generative AI switched off. Not restricted. Off.
Mayor Zohran Kwame Mamdani and Schools Chancellor Kamar H. Samuels announced the policy on 2 September: a one-year moratorium on student-facing generative AI for children from 2-K through eighth grade, covering roughly two-thirds of the system’s enrolment. Companion chatbots are banned outright across every grade, high school included. City Hall called it the broadest student-facing AI policy in the country, and on the evidence available that claim holds.
What the ban actually covers
The moratorium applies to all software that puts generative AI in front of a student in those grades. Teachers are not affected in their own work. They can still use AI for lesson planning and operational tasks, provided the tools meet the district’s safety standards. Exceptions run to assistive technology for students with disabilities, multilingual learners and students in career readiness programmes such as computer science.
It arrives bundled with screen time rules, which suggests the administration sees the two as one problem rather than two. Students in second grade and below face restricted one-to-one screen time. The district recommends caps of 30 minutes a day for grades three through five and 45 minutes for grades six through eight.
Every technology tool in the system now faces review, and anything judged not mission-critical to learning gets pulled. The criteria include vendor accountability on safety and transparency, ethics, evidence of learning design, instructional impact and prior research.
Five pilots, and very tight leashes
High schools get a carve-out, though a small one. Up to 50,000 students in general education classes, about 5 per cent of the student body, will take part in five pilots, capped at five classes per school and run under the direct supervision of a trained teacher.
The time limits are the detail worth noticing. Quill, used in English language arts classrooms for close reading and evidence-based argument, gets no more than 15 minutes per student per week. Edia, a maths tool that coaches students through steps and asks them to explain their reasoning, gets 20. Brisk Teaching’s Brisk Boost runs 10 to 20 minutes once or twice a week on teacher-selected texts. Playlab is limited to two assignments per marking period. Intel’s AI-Ready Schools programme, in which students identify community problems and build AI solutions over a semester, gets one period a week.
Fifteen minutes a week is not a rollout. It is a supervised experiment with a stopwatch running.
Separately, all high school students will get two 45-minute AI literacy modules a year covering what AI is and is not, bias, risks, ethical questions and the effect on careers and future skills. The stated goal is to teach students to think critically about the technology before they start depending on it.
The argument behind it
Mamdani was blunt about the reasoning. “The tech industry wants us to believe that A.I.-powered early education is not only inevitable, but necessary,” he said. “We do not see it that way.” Samuels framed it as protecting what already works, arguing that innovation does not mean more technology.
Governor Kathy Hochul backed the move, tying it to the state’s existing push on phones and screens in schools. Tech:NYC, the industry group, gave qualified support while asking for high school access to be expanded beyond an hour a week.
A Technology in Schools Coalition of students, teachers, parent leaders, elected officials, union representatives and outside experts will spend the year assessing the moratorium and the pilots, then publish recommendations.
Where this leaves the vendors
For the companies selling into American classrooms, the New York decision is a commercial event as much as a policy one. The city runs the largest school district in the country, and districts copy each other. A vendor that has spent two years pitching generative AI as classroom infrastructure now has to explain why the biggest buyer in the market has put it on hold for the youngest two-thirds of its students.
The five pilot companies come out of this in an unusual position. Being selected is a credential, since the city screened for safety, data privacy, teacher-led design and, in its own words, keeping students as the primary thinker in the classroom. Being capped at 15 or 20 minutes a week is also a ceiling on how much any of them can demonstrate.
That report is the thing to watch. New York is not banning AI permanently, it is buying twelve months of evidence in a debate that has so far run largely on vendor claims and anecdote. If the coalition produces real data on what these tools do to reading, maths and reasoning in primary grades, it will be among the first large district studies of its kind, and other systems will copy whatever it concludes.
