The préfecture du Rhône, the State’s representative office in the département, has imposed a curfew on Lyon’s Presqu’île from 21:00 on Monday 19 October until 06:00 on Tuesday morning. According to Lyon Capitale, the measure follows the riots that broke out in the city centre on Saturday 17 October, on the fringes of a demonstration against the rising cost of living.
What happened
Lyon Capitale reports that riots hit several French cities on Saturday 17 October alongside demonstrations against la vie chère, the high cost of living. Matignon, the Prime Minister’s office, then announced a series of localised curfews in several cities. Lille, Paris and Nice had already brought in measures before Lyon.
In Lyon, the préfecture du Rhône has issued two measures. The first is the curfew. The second is an arrêté d’attroupement, a prefectoral order banning gatherings. Lyon Capitale says the order bans all processions, marches, gatherings and protest assemblies on public roads until 21:00, when the curfew takes over.
Both measures follow a wave of damage and looting in the Presqu’île, the central district between the Rhône and the Saône. The Ville de Lyon (the city council) says more than 200 shops were vandalised, 157 of them in the city centre. The préfecture says 160 people were arrested and placed in garde à vue, or police custody, on Saturday alone, and about forty more have been arrested since.
What it means for you
If you live in, work in or plan to pass through the Presqu’île on Monday evening, you need to know where the perimeter lies. According to Lyon Capitale, it covers the streets and squares bounded by:
- North: rue Constantine and rue Joseph Serlin. Place des Terreaux is excluded.
- East: quai Jean-Moulin, quai Jules-Courmont and quai du Docteur Gailleton, along the Rhône.
- South: cours de Condé (also given as rue de Condé in the same article).
- West: quai Maréchal Joffre, quai Tilsitt, quai des Célestins, quai Saint-Antoine and quai de la Pêcherie, along the Saône.
Place Bellecour is inside the perimeter. The bridges over the Rhône and the Saône that lead into the area are not.
Daily life will not stop entirely. Lyon Capitale reports that bars, restaurants, cinemas and performance venues stay open, and public transport and vehicles can still run through the area.
The préfecture has set out several exemptions to the curfew:
- essential journeys and journeys for health reasons
- journeys for family reasons
- passing through in a vehicle without stopping, on roads that cross the perimeter
- public officials and people carrying out a public service or general interest mission
- journalists and elected officials in the course of their work
Security forces are already deployed, and Lyon Capitale says they will carry out checks to confirm that anyone inside the perimeter has a valid reason to be there. If you have to be in the area after 21:00, be ready to explain why. Where you can, carry something that backs up your reason, such as proof of address, a work document or a medical appointment. The source does not say which documents officers will accept, so check the préfecture du Rhône’s official channels if you are unsure.
If you live elsewhere in Lyon and were planning an evening in the Presqu’île, you can still reach venues that remain open. Bear in mind that the curfew applies to people being in the area, so think about whether your trip falls under one of the exemptions.
What to watch next
As reported, the curfew runs from 21:00 on Monday to 06:00 on Tuesday. The source does not say whether it will be renewed, so watch for any new announcement from the préfecture du Rhône before Tuesday evening.
Help for affected businesses is also taking shape. In related reporting, Lyon Capitale says the Métropole de Lyon, the metropolitan authority, is releasing 10 million euros for shopkeepers hit by the riots. The Ville de Lyon has announced its own measures for businesses, including more police on the streets and financial aid. If you run or work for a business in the Presqu’île, keep an eye on both authorities for how to apply.
