This guide is for internationals who have recently moved to the United Kingdom and hold a driving licence issued outside Great Britain. By the end you will know which official GOV.UK tools deal with driving on a non-GB licence and with exchanging it, which parts of the UK each process covers, and which details only those tools can confirm.

Great Britain or Northern Ireland: which rules apply

Start with geography, because the official guidance does not treat the whole United Kingdom as one area for driving licences. GOV.UK states that Great Britain is England, Wales and Scotland. Northern Ireland is part of the United Kingdom but not part of Great Britain. The GOV.UK exchange page says there is a different process for anyone who wants to get a Northern Ireland driving licence.

So the two GOV.UK tools described in this guide cover England, Wales and Scotland only. Newcomers living in Northern Ireland are sent to a separate process, and the GOV.UK pages used for this guide do not describe it. In this guide, “Great Britain” means England, Wales and Scotland together. “The UK” appears only where a point applies to all four nations.

Driving in Great Britain on your current licence

A common first question is whether you can keep driving on the licence you arrived with. GOV.UK answers this with an interactive tool called Driving in Great Britain on a non-GB licence. The page says the tool lets you see if you can drive in Great Britain with your non-GB driving licence. It applies to England, Wales and Scotland.

The page itself does not list the rules. It does not say which countries’ licences are accepted, for how long, when any time limit starts, or whether the answer depends on the type of vehicle. You only see those details after selecting Start now and working through the tool. For that reason, this guide does not give a period during which a foreign licence stays valid for driving. If you see such a figure elsewhere without a clear source, you can check it against the tool’s own result.

Three points follow from how the page is set up:

  • The answer depends on the details you enter, so people with licences from different places may get different results.
  • The tool covers Great Britain only. It does not answer the question for Northern Ireland.
  • The page is a starting point, not a document you can print as proof. Some people write down the date they checked and the result shown, so they have a record of what the tool said at the time.

Exchanging a non-GB licence for a British one

The second tool, Exchange a non-GB driving licence, explains how to exchange a non-GB driving licence for a British licence. Like the driving tool, it applies to Great Britain, meaning England, Wales and Scotland. It also opens with a Start now button rather than a written set of rules.

The official page does not state:

  • which licences can be exchanged and which cannot
  • the fee, if there is one
  • which documents are required
  • whether you apply online, by post or both
  • how long processing takes
  • what happens to the original licence
  • any age requirement or deadline for applying

The tool is the official source for all of these points. Where this guide gives no number, it is because the source page gives none, and guessing at fees or deadlines could give readers the wrong figure.

Keep the two questions separate. GOV.UK treats driving on a foreign licence and exchanging it as separate matters, with a separate tool for each. The answer to one does not settle the other.

If you live in Northern Ireland

The GOV.UK exchange page states that there is a different process for anyone who wants to get a Northern Ireland driving licence. The pages used for this guide do not describe the Northern Ireland rules, so this guide does not cover fees, documents, eligibility or time limits there.

The pages do settle two things. According to the exchange page, the Great Britain exchange tool is not the route to a Northern Ireland licence. The driving tool is also described as covering Great Britain only, so neither page says whether, or for how long, a non-GB licence can be used on roads in Northern Ireland. For both questions, newcomers there are pointed to the separate Northern Ireland process.

Before you start, and where to get advice

Both GOV.UK pages leave the detail to their interactive tools, so the pages themselves are short and do not list the questions each tool asks. With the licence in front of you while you use a tool, you can read its details from the card rather than relying on memory.

GOV.UK updates its content from time to time. A tool’s result shows the official position on the day you use it, so an answer a friend or colleague got when they arrived may no longer be current.

Some newcomers have questions that go beyond driving, such as how their visa or residence status affects their plans in the UK. The driving pages do not cover immigration. For a specific immigration question, a regulated immigration adviser registered with the Office of the Immigration Services Commissioner (OISC) or a solicitor regulated by the Solicitors Regulation Authority (SRA) can advise on an individual case.

FAQ

Can I drive in the UK on my foreign driving licence?

For England, Wales and Scotland, GOV.UK provides a tool called Driving in Great Britain on a non-GB licence, which shows whether a particular non-GB licence can be used there. The page does not publish a general time limit or a list of accepted countries, so the answer comes from the tool itself. The tool does not cover Northern Ireland.

How much does it cost to exchange a foreign licence, and what documents are needed?

The GOV.UK exchange page does not state a fee or list any documents. It sends people to an interactive tool that explains how to exchange a non-GB licence for a British licence in England, Wales and Scotland, and that tool gives the specific requirements.

Does the Great Britain exchange process apply in Northern Ireland?

No. GOV.UK states that Great Britain is England, Wales and Scotland, and that there is a different process for getting a Northern Ireland driving licence. The pages used for this guide do not describe that process in detail.

Who can help with an immigration question linked to living and driving in the UK?

The GOV.UK driving pages do not cover immigration. For advice on an individual immigration matter, people can contact an adviser regulated by the Office of the Immigration Services Commissioner (OISC) or a solicitor regulated by the Solicitors Regulation Authority (SRA).
