More than 30,000 independent labels and distributors just signed on to let their artists be remixed by machines. That is the scale of Merlin, the licensing body for the indie music world, and on Monday Spotify said Merlin had agreed to back its forthcoming AI-powered remix and covers product. Universal Music Group was already on board. Now the biggest independent coalition in the business is standing next to the biggest major, and the message to the rest of the industry is hard to miss.

What Spotify is actually building

The product is still upcoming, and Spotify has kept most of the specifics under wraps. What the company has confirmed is the shape of it. Subscribers will pay for a tool that generates AI covers and remixes of participating artists’ songs. Want to hear a track reworked into a different style, or spun into a version that never existed? That is the pitch. It sits somewhere between a creative toy and a new listening format, and Spotify is betting people will open their wallets for it.

Two guardrails define the whole thing. Artists have to opt in, so nobody’s catalog gets fed into the machine without a yes. And when their music is used, they get credit and they get paid. Spotify is framing those terms as non-negotiable, which is a deliberate contrast to the way generative AI has mostly arrived in music so far: scraped first, litigated later.

Why Merlin’s yes matters

Universal signing on gave Spotify a headline. Merlin gives it reach. The organization licenses on behalf of tens of thousands of independent labels and distributors, the long tail that collectively accounts for a huge slice of what people actually stream. A major label deal covers the superstars. A Merlin deal covers the sprawling middle of the industry, the acts who do not have a global legal team but who make up an enormous share of catalog and culture.

Getting both camps to agree on the same framework is the harder trick, and it is the reason this announcement lands with more weight than a typical product tease. Independent artists have often been the most vocal skeptics of AI in music, worried they will be imitated cheaply and paid nothing. Merlin’s participation does not erase that worry, but it does mean the terms were negotiated by an entity whose entire job is protecting independent interests. Opt-in, credit, and compensation are the price of entry Spotify agreed to in order to get that signature.

A different posture toward AI music

Streaming platforms have spent the past two years dealing with an AI music problem, not building an AI music product. The story elsewhere has been floods of synthetic tracks, fake artists, and fights over training data. Spotify is trying to flip that. Instead of treating AI-generated audio as contraband to be filtered out, it wants to license it, meter it, and sell it back to fans, with rights holders taking a cut of every remix.

That is a commercially tidy idea, and it is not without risk. Fans creating covers and remixes at scale raises obvious questions about quality control, about how a machine-made version gets labeled next to an original, and about whether artists who opt in today feel the same way once they hear what the tool produces. Spotify has not detailed how any of that will work, or when the feature ships. The consent-and-compensation architecture is the part it wants people talking about, and for good reason: it is the part that got the labels to say yes.

The signal to the rest of the industry

Line up the pieces and a strategy comes into focus. Spotify has now secured backing from both a major label and the largest independent licensing group before the product is even out. It has built the whole thing around permission rather than after-the-fact apology. And it is positioning a paid AI feature as something artists benefit from instead of something done to them.

Whether listeners want to pay to remix their favorite songs is the open question, and it will not be answered until the tool ships and real usage data comes in. What already looks settled is the template. If Spotify can make consent, credit, and payment the default terms for AI music on the largest streaming platform in the world, competitors will find it awkward to launch anything looser. The companies still training on unlicensed catalogs just watched the industry’s biggest distributor draw a different line.

Keep an eye on two things next: the pricing Spotify attaches to this, and how many artists actually opt in once the feature is live rather than hypothetical. Those numbers will say more about the future of AI music than any partnership announcement can.
